Pete – My guess is a problem the service brake valve. I had similar difficulties with with my '79 KW tandem. With the foot treadle released a little air was still being passed to the service brakes.

Could be as simple as a sticking treadle/foot pedal not letting the brake valve release all the way. Shoot a little WD-40 on the treadle pivot pin and roller, work it a few times, then air it up and see what happens. If that doesn’t do it, it’s probably time for a new service valve.

I presume the brake lights go out when you remove the brake light switch?

Bob,thanks for the info. The sticky treadle was the major part of the problem.I sprayed it and worked the pedal a few times.Just about all the air stopped blowing out of the brake light switch port. Then I noticed the trailer brake control valve wasn't completely in the closed position.Lo and behold, that stopped all the air leaking out.Cheap fix,but I was pulling whats left of my hair out for 2 days. Thanks again.Pollack Pete
