Have you bled the brake system recently? sounds to me like there may be some air in the system.

Make sure the parking brake cable is not adjusted too tight. If the parking brake is too tight the self adjusters on the rear brakes will not work. On my 92 chev,the park break must not be adjusted above 1/2 travel or about 4 inches.
