Do you have vacuum or electric powered wipers on that Scout? If they are electric some one may have installed an older IH engine from a vehicle that had vacuum powered wipers. the second section of this fuel pump was to pump some vacuum so the wipers would not stop when you had to open the throttle to pull a hill. If you have electric wipers you can use a single section pump.
Just plug the two vacuum lines.

Will the windshield wipers work with the key on but the engine not running? I have a 64 1200 that has electric windshield wipers so I would not think a 70 Scout would have vacuum wiper.

If you're not already doing it, try oldihc.org, it's all IHC products. And try Googling for a Scout forum; seems like I saw one once but didn't make a note of it. Good luck.

Any factory six in a Scout would be an AMC six, as the IH-built sixes--the BD and BG series engines--were never used in the Scouts. And since your fuel pump is the type used for vacuum wipers, that's what I'd replace it with...especially if you're not sure whether your wipers are vacuum or electric.

My son had a 71 Scout with a 232 AMC 6. I don't remember if it had electric wipers or vacuum, but my 70 Gremlin with the same engine had terrible vacuum wipers until I put in electric ones from a little later Gremlin or Hornet.

Vacuum wipers were a PITA, even with the addition of a pump that was supposed to add to the vacuum. It seemed like they always quit if you opened the throttle much at all and only worked good if the throttle was fully closed. Electric wipers might have cost more initially, but at least they worked!
