Removing Fuel Tank Plug

I have a 76 Chevy 70 with a 25 gallon side step-up fuel tank which need flushing. I can not get the cast plug in the bottom of the tank out "Rusted -in and 1/2" slot for breaker bar rounded Tried penetrators with no luck but afraid to try to drill hole for extraction bits or heat. Any ideas?
