Diamond T and Ford Pickup

Well my buddy is apparently still "sleeping on" my offer for the Ford. Haven"t heard anything. Usually that means "no" but I"m in no rush.
Now my dad has purchased a Diamond T fire engine. Runs fine but brakes have an issue. It has/had a hydrovac system added due to it being a fire engine the stock parking brake won"t work as it"s on the driveline. Anyway the hydrovac controller is broken/removed and the 2 lines have been connected together. So it does have some pedal. But the rear brakes are pretty locked up. Could this be a hydrovac issue (I think not)? My thinking is we need to pull the rears off and see what"s going on in there. Next problem is backing off the brakes so we can remove the drums. How do you do it? There is no protruding adjuster on the rear but there is a hole that appears to have a hex head looking internal??? Ideas?

They are a little pricey, but these digital inspection cameras for close places are looking better to me all the time. If the pickup head would fit into the hole you speak of, you could tell how it's assembled inside. Just a thought.
