If one tank only, this guage position indicates a broken wire between the gauge and the sender, or a sender that is not properly grounded to the truck chassis. Often, the wire (dull red in color) gets broken by the starter area, between the engine harness and the frame rail at the RH rear of the engine. A quick check... Remove the sender wire at the sender, and jumper it to chassis ground. Turn on key. Gauge should drop to "empty". If gauge remains beyond "full", check for broken wire all the way back to the instrument panel plug. A bad gauge, or a broken foil on the printed circuit are possibilities, but less likely than a broken wire. Please post back after you check the wire and try grounding the wire that connects to the sender.
