Brake Light Problem

I'm trying to get a 1989 Ford L-9000 single axle tractor ready for state inspection.The truck has full air brakes.Problem:Brake lights stay on all the time.Did the obvious,changed the switches.Lights still stay on.Unscrewed the service brake light switch while the truck was running.I get air leaking out of the port.Not full pressure,just enough to energize the switch.All you air brake experts out there,what am I looking for thats leaking by????Thanks.
