Common for the Chebies to break the bolt INSIDE the water neck instead of below it. The reason it breaks is usually because the bolt is corroded to the water neck as much as the manifold. If that's what happened then some WD-40 or a penetrant in the hole and work it gently. When it starts moving don't force it, it'll loosen up with more movement. When you reassemble coat the whole shank of the bolt with neversieze.
