When that happens with a speedometer there is too much clearance between the cable and housing, causing whipping of the cable in the housing. Try some white lube on the cable, you may be able to pull it out through the speedometer end. coat the cable and reinsert it into the housing and reinstall the housing to the speedometer. If that doesn't work try a new cable. If that doesn't work try a new housing.
