Merlin - You probably were seeing firemens' motorized drill teams heading to/from a competition.

Don't know whether this is a nationwide phenemenom, but there's a bunch of these teams that compete every summer here in western NY.

Punch below for an introduction and photos of the various competition events. It's fascinating to watch!
