JR, The safety glass is a two layer glass with a layer sandwiched in between that hold the glass in tact even if it shattters. Milky glass is the result of moisture getting into that in between layer, often the older the vehicle the more likely the glass has been affected by moisture...Replacing the windshield with new glass is the only answer I know..I have an old Powerwagon that's getting a little milky around the base of the windshield....Mike in Exeter Ontario
