I had that problem on wife's 94 Ford Turbo diesel. After checking and bleeding the master cylinder, finding nothing wrong. I moved the pedal. Under the dash you will find the clutch pedal is on a spline shaft. Just slide it up a spine or two which raises the hight of the clutch pedal eliminating having to push it through the floor board to change gears. This is assuming the master and slave cylender is in proper order.
