WI tests my 1976 K 20. I put a brand new factory GM crate 350 in it a couple of years ago. Rebuilt the 4 bbl carb and took it to emissions --- failed high nox. Did everything in the book -- wouldn't pass. Took it to the emissions technical help mechanics who are paid by the state to help people like me. Their diagnosis is I'm running too lean, fatten up the carb. OK I bump up the jets 2 sizes and take it back to them. It passes. Funny how burning more gas now makes me compliant with the emissions laws.
