Dennis, oldest book I hve is 73. Most of codes and tags used same info for years. Yours seems to be some diff and I may be "guessing" in some cases. You let me know if I am close.
K61 is model/series 600 w/Diesel

V: not sure
K= 3-53 Detroit Diesel
E= Plant? Mahwah? Have no idea where that is?
17916 is serial number

174 is wheelbase in inches
Y= not sure
K= Color? guessing....Med. Ivy Green
613= model again
D= Trans, Clarke 387V 5spd. Direct fifth gear, not OD.
812= Not sure
EIC= Not sure, but think it is for the rear axle, most likely an Eaton.
