My rule of thumb on those cheap electrical parts is to take them home, take them apart, and re-assemble with things in the right place and straight. I kind of see them as a kit of parts to build an acceptable starter.
I began doing it many years ago on the 3rd bad starter in a row for my Jeep from Checker. I fixed the bent brush holders and am still using that starter.
