Blowing PS Fluid out of reservoir

Just brought a '76 Chevy Dump and it's blowing power steering fluid out of the reservoir when you shutnof engine. fluid appears milky (water?). When it is full of fluid the steering works normal. Any ideas what to do. thanks ahead time.
