Jeff - I"m presuming you"ve got a Rochester Quadrajet on this truck... Anyway with the engine warmed up, take a piece of wire or something to tie the choke linkage with the choke full open. Then take it for a test drive. If the surging persists the problem"s NOT the choke.
Make sure you tie open the choke linkage only - not the secondary air valve (flap) linkage!
