Providing it is not "running over" due to a stuck or heavy float, or defective or dirty inlet valve needle and seat, it's probably got a bad diaphragm.

Some THOUGHTFULL??? engineer that designed those carburetors listened too close to the corporate "bean counters" and saved on the parts count by combining the functions of the power valve and accelerator pump into one diaphragm.

One side is exposed to manifold vacuum, and the other side is under the gasoline in the float bowl. So when the diaphragm fails, as they frequently do, the gas in the float bowl is SUCKED into the engine, or at shutoff, can simply dribble into the engine.

We were having better luck (longevity) using genuine Ford replacement diaphragms, but the last time I checked with a nearby Ford dealer, they said "NLA".

However you should be able to get the diaphragms from aftermarket sources, like NAPA, Standard Hygrade, or TOMCO.
