they are usually a bit foward of center because when you load it(contrary to modern popular belief,trucks were origionally built to haul stuff)as the leaf springs compress,the axle moves toward the rear.a compressed leaf spring is longer than an arched 1 & being the shackle is at the rear,the spring moves axle back...
