Sounds like your column bushings have gone dry. Yes, you have to take the wheel off to solve the problem.
Remove the steering wheel and then you can get to the top column bushing. Remove it and clean and lubricate it with a bit of grease. You want to do the same with the lower column bushings also if you can get to them. Probably a good time to remove the steering shaft from the column and replace the bushings anyway
