Brakes on 2 ton 47 Dodge

I have a Lehr tractor that has a Dodge big truck rearend and I need to set the brakes up? How do I go about it?At the bottom of the back plate there are two large nuts with square head bolts sticking though them is this where you adjust them?thanks
