how to wake up a motor after a rest

I have an old 261 inline six Chevy motor with a rebuilders tag on it. I want to check the compression. The motor has been out of service for a while. I pulled the plugs and they are black with carbon,shouldn't htey be tan in colour?
-Should I change the oil and external filter
-Run the oil pressure up by pulling the distrubutor and spinning the oil pump
should I pull the valve cover to make sure the rocker is getting oil?
The motor is still in a wooden cradle so I don't feel safe firing it up but I would like to check everything I can before installing it.
can I static time the motor and check the cold valve clearance without running the motor?
