1985 Ford Exhaust - How to make it loud?

My brother has a 1985 Ford F150 with a 351 winser
and a 4 barrell carburator. We recently had a dual
exhaust put on it. The exhaust is a single in dual out
glasspack with 4 inch tips. I have the exact same
exhaust on my 98 Chevy 1500 (305 ci) and it is
deafening. My brothers truck on the other hand is very
quiet with this exhaust. Is there anything that can be
done to make this louder? I live in Texas so I'm not real
sure of the exhaust regulations as far as the catalytic
converters go. Help please.
