You might try your local public school's bus garage. Back in the 70's we had a couple trucks with 9.00 tires same as the buses ran. The bus garage would GIVE us their used take-off's. Typically the tires had 25% - 30% tread left - well worth the price!!. Don't know if school buses still run 9.00x20's anymore, but it would be worth at least a phone call...
