Mike - Sounds like there’s too much clearance between the brake shoes and drums. Could be the shoes are adjusted too loose or the linings are worn out.

If you can, tighten the each wheel's adjuster until the brakes start to drag, then back off 5 or 6 notches and see if that helps. If the adjuster are already out all the way it’s time for new shoes!
