If the gauge still registers, at about the same rate (half a tank reads about half of where it sits on a full tank, quarter-quarter, etc, or drops quick to "empty" when you are at half a tank) it is probably the dash regulator I have had them fail both ways- pegged needle or low reading. If the problem were in the tank, the guage would most likely not move until you were only about half full.
