If fuel guage reads low, it could be either dash regulator (easier to replace than tank sending unit, as it is on the back side of the dash), or the tank sending unit. If the gauge still registers, at about the same rate (half a tank reads about half of where it sits on a full tank, quarter-quarter, etc, or drops quick to "empty" when you are at half a tank) it is probably the dash regulator I have had them fail both ways- pegged needle or low reading.

If the problem were in the tank, the guage would most likely not move until you were only about half full.
