Both 351 windsor and cleveland are smallblocks. The 351 windsor has heads like the 289-302 with small ports,small valves,and restrictive angles that retard air flow through the engine.
The 351 cleveland has heads with large oval ports and large valves with the valves canted at an angle that much improves air flow through the engine. More air flow = more power potential.
