1983DodgeD250 w/79 318

I have a 1983 dodge ram d250. It has a 1979 318 in it. It has almost no power, I have to pump the gas just to get it down the road. It has a new fuel pump, new fuel filter, rebuilt carb, new plugs, wires, dist cap, rotor, ballast resistor, vacuum lines and rebuilt head. When the head was rebuilt they found 2 bad valves. The running improved drastically, but now it is running the same as it was before. I took it to my mechanic and they told me it still has low compression on #4 cylinder. I have a friend that tells me that low compression on a cylinder would not be enough to make the truck run that bad. He feels that it is in the ignition some where. Any thoughts?
