Try squirting some oil or WD 40 or something in the vacuum line right at the shifter on the rear end.First look and see if a fuse is blown though,because it still uses electricity to switch the vacuum switch if I remember right.If that doesnt work the shifter is most likely worn out or stuck,you might just take it apart and clean it up and fix it if its not worn too bad.
