It will take some doing, but can be done with junkyard parts, or you can simply have a custom spring manufactured for slightly more than new replacements. To simply relocate the pads is asking for trouble, The center spring bolt area is the weakest part of the spring, and to move it to an area where one side gets significantly mor leveraging than it had is just asking for a failure, and on the leading edge like that- pole vaulting at worst. Your mod would never pass a safety inspection.
