gas gauge

On a 52 Chev, If only the hot wire is connected to the gas gauge and it reads full, does this mean that the gauge is shorted out? I thought the other post making ground contact should cause it to read full. Is this the way the gauge works? It is not conected to the sending unit and reads full. Information appreciated.
