Obviously, you don't have the key, so you need to find a locksmith, or someone who knows how to "pick" the lock to get it to turn to that position. (Or learn to "pick" it yourself!) I have, on occasion where I was able to get a new lock cylinder, carfully drilled and Dremeled out the old cylinder, being carefull not to wreck the lock so the new cylinder wouldn't work in it.
