I have no specific knowledge of a REO switch, but typically, the cylinder won't pop out of ignition switches unless the key is in them, then turn back to ACC, insert pin to depress keeper, and then turn backwards some more until the cylinder pops out.

Obviously, you don't have the key, so you need to find a locksmith, or someone who knows how to "pick" the lock to get it to turn to that position. (Or learn to "pick" it yourself!)

I have, on occasion where I was able to get a new lock cylinder, carfully drilled and Dremeled out the old cylinder, being carefull not to wreck the lock so the new cylinder wouldn't work in it.
