'87 366 4 barrel

Just got a real nice '87 Chevy C70 with the 366. Runs real well but I don't think all four barrels are opening. Had it running and mashed the gas while someone watched the butterflies and only the mains were opening. 1st question is what controls the secondaries, usually it is a linkage but I don't see on on this Holley. 2nd question, would just mashing the pedal open the secondary barrels or do you have to be under more of a load? Thanks in advance for any help.
