I ran into the same situation with an old DODGE flat head 6,so this may or may not be the same problem. The DODGE engine could be run with a full flow filter which had the external block plugs removed and a filter bolted to the flange. It had an internal plug in the passage between the oil galleys to force oil to flow through the filter.
IF you ran the engine WITHOUT a full flow filter you plugged the external oil holes and removed the INTERNAL plug between the oil galleys to allow oil to flow through. The guys with that old power wagen fooled with it for a long time before removing the oil pump and finding that plug in the oil passage. I hope it is somthing that simple with your Chevy.
