Headlights

Hope you folks don't mind me asking a question about a 1996 vehicle? I have a 1996 Freightliner Condo. I noticed a dark headlight on the drivers side that would not burn so I went and got one, put it in and it still dosen't work, checked it for voltage in both positions with the dimmer switch and found no voltage, checked the other side and found that both inside lights will not burn, What should I look for now? Is there a fuse for the high beams, if so where is it? Do the dimmer switches on the turn signal arm fail a lot? Please advise.
