modern tire pressures?

My father in law had new std sized mud grip tires put on his '03 chevy 3/4 ton pick up. the other day I was driving and it was very sensitive in the steering, all over the road! I first thought the problem was alignment but then was thinking, maybe the tire pressure is just way too high. The sticker on the door says 35 psi for all tires, cold. I check the tires and they were between 50 and 60! What is going on here, a mistake by the tire installer? Anyway I adjusted the pressure to 35 and now all is normal.
