differential vent

"66 ford 9" rear end
I notice the vent hose was rotted off of the vent tube and the end was packed with dirt. I unscrewed it from the axel tube and cleaned all the dirt out. It looks like there is a small check ball deep inside this tube. I cleaned and lubed it but I can not blow through it. But I'm not sure I should be able to.
Does it sound like it needs to be replaced?
This tube is about 2" long and screws into the left axle tube through the brake line fitting.
