The vacuum system is quite basic - there is a check valve on the intake manifold to keep a backfire from blowing the booster diaphragm, the hose to the booster, a tank, and the booster itself. Check that hose - they get stiff and crack. Any leaks will certainly affect both the engine (burned valves) and the amount of vacuum at the booster. Also, the tank can rust and get a pinhole leak. IF everything is as it should be, you should be able to shut off the engine, come back an hour later, and still have enough vacuum to get one good push on the pedal before it reverts to non-vacuum brakes.
