th400 wont hardly shift

i have a th400 in my truck and it wont shift till about 4000 rpms no matter what. it is not the original transmission and i am assuming it is out of an early 80s truck because it has the lockup converter. at first the person i bought it from didnt have the converter switch on the side hooked to a power source so i did that but there was no change. then i put a new vacume modulator on it and no change. i pulled the trans pan and changed fluid and filter and still no change. i checked the vacume line and it has vacume and isnt kinked bent or cracked. i dont know what to do other than take it out back and take a sledge hammer to it. can anyone help.
