Hot battery terminal on GMC truck

My 1978 GMC truck has been having some issues with the starter where sometimes it works fine, sometimes it turns slow and other times it does nothing. After stopping today I checked to make sure the battery cables were on tight and the positive terminal was so hot that it burned my finger. Does anyone know why this is happening? According to the voltmeter is not overcharging.
