1994 F-250 diesel

i am looking at a 1994 F-250 with the 7.3L turbo diesel. it is the older model with turbo diesel on the side not the powerstroke. ok it has 140,000 miles on it looks like new but the steering wheel has something wrong with it. you can pull it up down and side ways. the guy sayd ford said all it was was 2 bottom bolts where loose and needed tightening, i hope thats all!!!. other then that its a nice truck he wants 6000 for it and its 4wd and 5 speed, pump has been turned up 75 hp, and you can tell it, and it has 3 inch exhaust all around with new rubber. do you think 6000$ USD is to much for this truck? thanks for the help.
