Dodge Truck brakes

Hey ya'll, I just bought a 1989 dodge W250 4x4 diesel. I like the truck it's in pretty good shape for it's age and all. However the brakes are bugging me. The problem is the brakes don't have power to them so there more like manual brakes instead of power brakes. I have replaced the power brake booster and master cylinder and that hasn't helped any. So I was wondering, Do ya'll think it could it be the vacuum pump or air in the lines? Thanks for the help, TractorMike
