1974 Chevy Truck frame VIN ???

Almost bought a 74 dually 4x4 tonight. VIN number on door jamb did NOT match title, but title was for the same year truck, totally different vin. We tried looking on the frame, but too much grime to start a search without knowing where to look. The guys brother said they switched the body back whenever (no more info), but if I am going sink some money into this I don't want the D.O.T. taking it during a traffic stop as troopers are pretty nosy. ANyone know where to look on the frame so I can have something to go by?
