First thing to check is if the controller is
adjusted correctly. I have 3 trailers and they all
need different settings. What will stop one dead
will barely slow another.
The next place to look is the ground. Brake ground
wires run directly to the plug and if there's any
problem there, you may have lights but no brakes.
Also the wires where they drop from the trailer
frame to the axle or run across the axle are
common problem areas. Any dirty or loose
connection may cause enough resistance to give you
trouble.
Lastly, check the brakes themselves. Are the
linings worn? Are the shoes adjusted properly?
(they need to be adjusted every 3,000 miles or so)
Are the magnets any good?
