If its a 6 pin and you've got a reese controler you might have the trouble I had...
It seems that theres more than one "standard" for trailer brake wiring. So some use the center pin for brakes and some don't the trailer I was trying to pull didn't so first I didn't have any brakes. Then I got to swapping wires around and put the 12v hot to the brakes and had brakes all the time, then I finally figured it out.

So try putting 12v hot to the pin your instructions call "brakes" instead of the ubilical cord and see if the brakes are on all the time....
If I ever have to tow the other type trailer I'll make up an adapter.
