I would first give the 318 a good tune-up. Is this a Lean-Burn engine? I do not know if they used them in trucks. I have a 67 D-400 which had a 318 car motor that I regularly hauled 16K to 18K , yes overloaded, during Fescue season. I also use this truck to pull trailer with 18foot combind header. I did two years ago build a 360 for it. The 318 was getting a little tried as it had the 318-3 damper on it which made the engine un-balanced. If a tune-up does not fix your problem you may have something wrong with your engine. I have never check fuel mileage on my truck with either engine but I know it is better than yours. When I installed the 360 I also installed a LP fuel system.
