In my mind,with a V8,4spd and that low a rear gears,you should have all kinds of torque and unfortuneately lousy mileage.To be short of power seems to indicate that either motor isn't working efficiently or something is sapping thew power(slipping clutch,dragging brakes etc).Most Military trucks are geared low for offroad use and 45-50mph convoy speeds,so civilian speeds and mileage frankly suck.Do you have a tach?What kind of RPM/speed ranges are you getting.Truck may be operating outside 318s relativly narrow power band(as opposed to big block).Thought of a light 2 spd rearend(school bus?)comes to mind.
I am by no means deeply experience in this field,but generally,it's a battle of torque vs mileage/speed where one is sacrificed for the other...you seem to have both problems,indicating"something" is "wrong".Last problem truck I had was a 1T 4wd Binder FB,that consistantly got single figure mileage 4-8 and went downhill if ya made it work :(
