1946 Truck - Brake bleeding

I had posted a question regarding bleeding brakes on a 1946 Chevy truck with a vaccumm assist brake booster.

The question posted was after I replace hardline brake lines, do I bleed the booster first then lines or vice versa? The response was: Bleed the fitting on the booster in the control valve area first. This will be in the area where the line from the master cylinder connects.

Then, bleed the bleeder near the output of the brake booster... near where the line FROM the brake booster to the front and rear brakes connects to the booster,

Then, LF, RF, RR, LR wheels. This should be in the order of the closest wheel to the booster FIRST, ending with the wheel FARTHEST from the booster.

I did this and I have very soft brakes. I then looked at the brake shoes, replaced what needed (front 70%, rear replaced). I then tried bleeding again as mentioned above and as well as in the manual. The manual is opposite of above. Still very soft brakes.

I am now thinking it is the master cylinder. Does this need rebuilding? Is the power assist needing work? Any help or direction is very appreciated.
