Ford Flathead V-8 F-5?????

Hi,My father in law(who is not on line)would like to know for sure the year and original paint color on a old ford pick up.The serial number is 99T600121.He thinks it might be a 46 or 1947 truck.If anyone knows or can point me in the right direction to find out I would appreciate any help.Thanks,Robin
