rear antilock brakes

Got a ford 89 f 250 can't get much brake petal.Changed master cylinder, front calipers, front brake lines, bled the system several times, and still not much petal.Seems i only have front brakes. The rear antilock light has came on does this have an efect on it and if so how do i get it back right.Have adjusted rear shoes up tight and nothing has made any difference.Any help would be greatly appreciated.
